Wire up 1-pulse-per-second sources, set edge mode, cable delays, link to NMEA / Timecard, and flag atomic oscillators.

Pulse-per-second inputs land on the SDP (software-defined pin) of supported Intel NICs (i210, i225, i226, E810). Each pin / index combination is a discrete PPS channel. PPS is the recommended primary timing source on any Timecard / Appliance — see the OTC/OTA scenarios reference for the design rule.
