Open TimeCard basics

Add an Open TimeCard and enable OCXO aging compensation.

The Open TimeCard is configured via the timebeat_opentimecard protocol with a card_config string array. Two settings should always be set on a fresh card: signal selection and aging compensation if you have an OCXO. GNSS signal and filter tuning lives in the GNSS receiver tuning guide.
